The United States spends about $536 billion a year on imported oil, according to the U.S. Department of Energy. For crude oil alone, last year the United States imported about 3.7 billion barrels at an average price of $67.97 per barrel, for a total of about $250 billion, Energy Department statistics show. Obama and his cronies," McCain said, government-sponsored mortgage companies Fannie Mae and Freddie Mac were key drivers of the financial crisis — "the match that started this forest fire." McCain said Obama is the second-highest recipient of campaign contributions from employees of those entities in the Congress. Obama countered that "the biggest problem" was the deregulation of the financial system.<BR/><BR/>The facts: Fannie Mae and Freddie Mac, which were created during the Depression to promote home ownership, recently went into government conservatorship after huge losses from investments in mortgage-backed securities. Fannie and Freddie were one of the top spenders on lobbying in the past decade, according to the non-partisan Center for Responsive Politics. Numerous bills to tighten regulations on them failed in the last decade. Many of Fannie and Freddie's most ardent supporters have been Democrats.<BR/><BR/>Experts disagree about how important Fannie and Freddie were in contributing to the financial meltdown. No one disputes that the corporations bought billions of dollars in securities now considered "toxic," but so did many large private banks and investment firms.<BR/><BR/>Obama has received $126,349 in contributions from Fannie and Freddie employees and political action committees, according to the Center for Responsive Politics. That's second in Congress only to Democratic Sen. Chris Dodd of Connecticut, who chairs the banking committee. McCain received $21,550.<BR/><BR/>The McCain campaign has produced no evidence, however, that Obama did favors for the corporations. In 2005, McCain co-sponsored a bill to step up regulation on Fannie and Freddie. Dodd and other Democrats voted against it in committee, and it never came to a vote in the full Senate, so Obama did not vote on it.<BR/><BR/>McCain has a history of supporting financial deregulation, though he now says more regulation is needed.<BR/><BR/>Taxes and spending<BR/><BR/>The claim: Obama said his tax and spending plans would result in a "net spending cut" for the federal government. McCain said that Obama is proposing $860 billion in new spending.<BR/><BR/>The facts: A study from the Committee for a Responsible Federal Budget found McCain's tax and spending proposals would add $288 billion to $354 billion to the federal deficit by 2013. Obama's proposals would add $387 billion to the deficit by 2013, the study says.<BR/><BR/>Boeing contract<BR/><BR/>The claim: McCain said he "saved taxpayers $6.8 billion" on a military contract between Boeing and the Defense Department to lease refueling tanker planes to the Air Force.<BR/><BR/>The facts: McCain was a chief congressional critic of Boeing's plan, which was killed in 2003. The Congressional Budget Office estimated the cost of the lease proposal at $20 billion. A former Air Force official and a former top Boeing executive pleaded guilty to corruption charges related to that proposal and served time in prison. The Air Force still needs new tankers to replace its decades-old fleet, however. The Pentagon awarded a new, $35 billion tanker contract earlier this year to a team of EADS, the European parent of Airbus, and U.S. contractor Northrop Grumman. That contract, too, was scrapped after the Government Accountability Office found the Air Force botched the bidding process.<BR/><BR/>Small-business taxes<BR/><BR/>The claims: McCain said Obama's plan to raise the top income tax rate would raise taxes on "50% of small-business revenue."<BR/><BR/>The facts: The liberal Center on Budget and Policy Priorities, citing 2003 data from the non-partisan Tax Policy Center, said in a report that 436,000 tax filers with small-business income — 1.3% of the 32.8 million filers with small-business income — were subject to the top income tax rate. Another Tax Policy Center analysis concluded that "roughly 97% of small businesses would not be affected at all by increases in the top two tax rates."<BR/><BR/>Len Burman, who runs the Tax Policy Center, said recently: "The vast majority of small businesses would not be affected by the Obama tax increases" because they are not in the top two tax brackets. He added, "Most small-business owners have relatively modest incomes."<BR/><BR/>Alternative energy<BR/><BR/>The claim: Obama said McCain voted 23 times against alternative energy programs.<BR/><BR/>The facts: In his claim, Obama includes several votes on the same piece of legislation.
